Context

The Engineer Lead plays a key leadership role in shaping and delivering Facilities solutions for the ALTO High-Speed Rail programme. Reporting to the Facilities Design Director, this position leads technical governance, multidisciplinary design coordination, and delivery of a discipline package, ensuring alignment with programme goals, operational requirements, regulatory standards, and lifecycle performance expectations. The role also acts as the accountable authority for discipline decisions and serves as the Engineer of Record, working across civil, rail, operations, and stakeholder interfaces to drive successful outcomes.

Missions/Main Duties

Strategic Leadership, Design and Governance:

  • Support the Facilities Development Strategy across all project phases, from concept to commissioning.
  • Implement the Facilities Development Plan in line with design vision, programme milestones, review gates, and interface requirements.
  • Apply technical governance and ensure alignment with programme objectives, operational needs, funding constraints, and sustainability targets.

Programme-Level Interface Management:

  • Support interface management between facilities and key programme components.
  • Work with the Systemwide Engineer to ensure consistent interface solutions across the programme.

Stakeholder and Authority Management:

  • Support technical engagement with authorities, regulators, utility providers, and key stakeholders.
  • Prepare discipline inputs for permits and approvals, and ensure compliance with Canadian codes and standards.

Operational Integration:

  • Support the overall facilities vision and operations and maintenance requirements.
  • Integrate capacity, operational, and commercial requirements into the discipline while maintaining design principles.

Risk, Cost, and Performance Management:

  • Contribute to the management of technical, regulatory, interface, and constructability risks.
  • Support value engineering and ensure alignment with budget, schedule, quality, and performance targets.

Procurement and Delivery Strategy:

  • Support procurement by providing technical deliverables and specifications.
  • Ensure consistency across facilities packages, disciplines, and interfaces.

Construction and Delivery Oversight:

  • Provide technical oversight to support constructability and maintain design intent during delivery.
  • Support resolution of major technical issues and oversee readiness for commissioning, handover, and operational integration.

Profile/Skills

Education: Accredited degree in Engineering. Professional Engineer (P.Eng. OIQ or both) or eligibility in Canada

Years of experience: 15+ years of experience in major infrastructure or transportation projects
Minimum 10 years in leadership roles managing multidisciplinary teams.

Technical skills:

  • Experience in the design and delivery of rail, metro, or high-speed rail facilities within complex, highly regulated environments.
  • Experience with Alliance, PPP, or Design-Build delivery models, and with integrating new infrastructure into existing brownfield systems, is an asset.
  • Broad technical expertise in transportation architecture, facilities planning, construction documentation, structural systems, MEP integration, and fire/life safety compliance.
  • Strong understanding of multimodal integration, sustainability, BIM/digital engineering, interface management, risk management, and configuration control.
  • Proven ability to manage integration across facilities and rail systems, civil infrastructure and utilities, operations and maintenance, and safety, security, and regulatory frameworks.
